This operational policy paper aims to address the constitutional, legal and logistical problems that are likely to arise should Israel go to the polls during the corona crisis. Studies show that in countries that adopted safe or expansive models that added new tools to the classic in-person vote, such as early voting or mail voting, the citizens' right to vote was unimpaired and the elections did not lead to a surge in morbidity.

Zulat checked and found that over 120 countries have at least one state body in charge of promoting and protecting human rights. However, the State of Israel has lagged behind when it comes to establishing independent, neutral, and effective state institutions to protect, preserve, and promote human rights.

We therefore propose establishing both national and local human rights commission in Israel; and anchoring the State Comptroller's role as chief protector of human rights in the existing basic law.
